The criminal is a parasite to society. As much as the criminal leeches from society they are fundamentally depended on it. The criminal can only strive if society as a whole is healthy and rich. In their own twisted ways they can bring work, wealth and protection to the community. Punishment and reeducation might even turn a criminal into a proper citizan once more.

Completely different is the case with the Outlaw. The Outlaw is not part of society and aims to destroy society feasting on the blood and tears of the people. The Outlaw wishes to destroy the order we have built after the Great War, returning humanity to more primitive and dark ages. Spitting on the laws designed to protect humanity they indulge in murder, torture, rape and slavery.

While the Marauders and Raiders terrorize the land, where law enforcement is lacking, the most wicked of the Outlaws, the Pirate, is at home on all the seas. They have corrupted the Thousand Isles, the once home of the noble Clans, into a nightmarish fortress, but Pirates can be found in every corner of the world. From the small rusty boat that brings terror to fishing villages to cursed pirate fleets that raid fortified harbor cities and heavily armed convoys, Pirates are a danger to everybody.

To protect humanity today and in the future we can not hesitate or allow our hearts to be weakened by doubt. The only answer to the Outlaw is determination, vigilance and unrelenting force.
